Home Office Support

The NICS Home Office is located in Southaven, Mississippi, just outside of Memphis, Tennessee. Southaven offers all of the southern charm and hospitality that you would expect in a small southern town but also has all of the conveniences of a large city.

The Memphis International Airport and FedEx's main distribution center are only twenty minutes away and are two conveniences that have proven to be a necessity for an international organization like NICS. Our central location makes travel into and out of the Home Office convenient and economic. After stating the obvious, the main reason NICS is located in Southaven has to do with the President and Founder Joe Hale. When asked, "Why Southaven, Mississippi?" Joe often jokes and says, "After living most of my life in some country on the other side of the world, we are where we are because, Momma said so." The truth is out.

Office of the President

Dr. Joe Hale, Founder and President

Joe oversees the overall development of the agency, including inquiries about establishment of new schools, major fund-raising projects and administrative hiring, development and accountability. Joe founded the first school in Uijongbu, Korea in 1983. Joe and Ann Hale have been based at the Home Office since 1997.

Jennifer Champlin, Executive Assistant

Jennifer provides administrative office support to the Executive department of the NICS Home Office. Jennifer joined the Home Office team in January 2012.

Office of the CFO

Dennis Lugar, Senior Vice President/Chief Financial Officer

Dennis Lugar oversees the financial operations of the Home Office and assists the President in the administrative functions of the agency. Dennis and Susan Lugar served with the Hales in Korea from 1981 to 1992. The Lugars rejoined NICS at the Home Office in 1999.

Allan English, Support Services Coordinator

Al coordinates all aspects of the NICS health insurance program, manages logistics for shipping and receiving, IMPACT and the Annual Leadership Conference, and assists the department by serving NICS staff worldwide. Al and Wanda English joined the Home Office in January 2002.

Comptroller Department

Troy Lundy, Comptroller
Email Troy Lundy

Troy serves as an important link between the Home Office and our member schools around the world. This office receives and reviews financial reports from the schools as required by organizational policy. Troy works closely with the school directors & business managers, visits member schools and reviews financial policies and procedures while onsite. Troy and Jennifer served with NICS/Oasis in Ankara, Turkey from 2003 to 2012 before joining the Home Office in July 2012.

Finance Department

Phil Hopkins, Finance Director

Phil keeps accounting records and creates financial reports for the Home Office operations and other agency funds, as well as US Dollar accounts belonging to the individual schools. Phil joined the Home office team in February 2018.

Kim Ponder, Staff Support Specialist

Kim is responsible for processing donations, sending receipts and disbursing financial donations to staff. This office handles all donor relations and financial matters associated with staff members. She also sends periodic reports to both staff and donors.  Kim joined the Home Office team in March of 2013. 

Donna LaCroix, Staff Support Specialist

Don LaCroix, CPA, NICS/Oasis Financial Consultant

Don previously served as the NICS Finance Director from 1994-1998 and rejoined the Home Office team with his wife Donna in September 2005. Don is currently supporting the organization through consulting on a variety of financial and legal issues along with doing some work specifically for the NICS Comptroller and CFO.

Office of School Operations

Dr. Duane Jobe, Vice President of School Operations

Duane is responsible for supervising school operations in the Network, assisted by two directors within his department. He also directs the hiring and professional evaluation of school leadership, and coordinates leadership development. Duane has served as a NICS teacher, principal, and school director. His service includes schools in Uijongbu and Seoul, South Korea; Nagoya, Japan; and Nairobi, Kenya. Prior to joining the Home Office team in 2017, Duane and Wendy served overseas with NICS from 1999 - 2017.

Lydia Zuidema, Director of Academic Development

Lydia directs academic development for Network schools, collaborating with administrators and instructional staff to further curriculum development and implementation, and serves as an accreditation consultant and evaluator. She assists the VPSO in supervising and overseeing the school directors in the Network. Prior to joining the NICS/Oasis Home Office team in July 2014, she served at St. Joseph Christian School in St. Joseph, MO, as Superintendent, Elementary Principal, and Director of Development/Assistant Administrator. In all, Lydia completed thirty-five years in K-12 schools in Kentucky, Ohio, California, and Missouri.

Ray Johnson, Director of School Development

Ray collaborates with administrators and their staff members to further school development and operations within the Network. He also assists the VPSO in training, supervising and overseeing school directors. Prior to joining the NICS/Oasis Home Office team in August 2018, he served as a Christian school administrator in Medford, Oregon for 35 years. Ray also served with NICS as the Headmaster at the Yongsan International School of Seoul, in South Korea from August 2014 to June 2018.

Missy Parks, Member Care Coordinator

Missy provides support for current staff members while helping new staff in their transition to overseas service and departing staff with their transition back to their homeland. She also coordinates the work of each school’s Local Member Care Associate, and assists missionary staff members with fund-raising efforts. Before joining the Home Office team in October 2009 as a Placement Specialist, Missy served as a public school teacher in the United States, as an overseas teacher with the Department of Defense Dependents Schools (DoDDS) in three countries, and with Oasis International Schools.

Jesse Newman, Staff Support Coordinator

Jesse oversees several functions related to current NICS/Oasis staff members: records and statistics on current staff, placement of administrative candidates for the Network, directing the agency’s pre-field training event (called IMPACT), managing the agency’s child safety program, and the university partnership program. Jesse served in Christian school ministry in the USA (Texas) and South Korea from 1986 until 2007 when he and Lisa joined the Home Office team.

Office of Mobilization

Jed Hale, Vice President of Mobilization

Jed is responsible for coordinating the efforts of the Marketing Department, Recruiting and Placement Department, and the Information Technology Department.  They align their efforts toward the goal of pursing, acquiring, assisting and transitioning like-minded and talented people into our network.  Jed has lived in Korea, Thailand, Indonesia, and Singapore, and was taught in two NICS Schools.  Jed has served with NICS in the Home Office since 2007.

Marketing Department

Jessica Waters, Marketing Director

Jessica strategically promotes the various opportunities associated with NICS/Oasis to educators and business professionals who have a desire to serve overseas.  She also develops relationships with mission-minded individuals, churches and organizations who support our mission to share the gospel all over the world!  Jessica joined the Home Office team in November 2017.

Recruiting and Placement Department

Gari Smith, Recruiting and Placement Director

Gari coordinates the recruiting efforts in the midsouth region of the USA by networking with students on college/university campuses and attending education fairs and mission conferences. Gari also manages our digital/online recruiting efforts.  She also screens applicants, gathers information, and matches prospective teachers to positions posted by our administrators. Gari taught with NICS in Nairobi, Kenya from 2011-2016 and has been a part of the Home Office team since 2016. 

Dr. Dwayne Spearman, East Coast Regional Recruiter

Dwayne assists in the recruiting efforts in the eastern region of the USA by networking with students on college/university campuses and attending education fairs and mission conferences. Dwayne encourages all interested candidates to visit the NICS website to complete an online application. He also attracts new interest to NICS/Oasis by posting job openings with College & University Career Services as well as Internet Career Sites. Dwayne served with NICS in Lima, Peru from 2011-2013 and has been a part of the Home Office team since 2017. 

Rhonda Stark, Mobilization Specialist

Rhonda screens applicants, gathers information, and matches prospective teachers to positions posted by our administrators. She also assists new staff members with visa information and processing. Rhonda has served with NICS since 1993 and joined the Home Office team in June 2002.

Tim Mudder, Mobilization Specialist

Tim screens applicants, gathers information, and matches prospective teachers to positions posted by our administrators. Tim also assists in the recruiting efforts in the midsouth area.  Tim and his family have been supporters of NICS for many years. Tim and Amanda joined the Home Office in November 2007.

Amanda McPhail, Personnel Transition Specialist

Amanda coordinates all personnel transitions including onboarding, transferring between schools, and off boarding. She is also responsible for working with student teacher applicants and coordinating the details of the NICS/Oasis Student Teaching Program. Amanda manages and updates employee/applicant records, work history, and documentation. She also assists in recruiting in the midsouth area. Amanda joined the Home Office in 2018.

Information Technology Department

Jeremy Broadaway, Information Technology Director

Jeremy is responsible for all technology initiatives at the Home Office. Jeremy works to ensure that all technology needs are met so that the Home Office can work as efficiently and effectively as possible. Jeremy joined the Home Office team in 2018.
